The USD 176,100 Payroll Cap and the Austin–Atlanta Decision

US social security stops at USD 176,100 of earnings. That single ceiling reshapes the maths for a senior developer choosing between Austin and Atlanta.

The USD 176,100 Payroll Cap and the Austin–Atlanta Decision

If you are weighing a US offer against staying where you are, the debt headlines are a poor guide. Borrowing costs, gasoline prices and Treasury yields move monthly; what actually determines your take-home pay in Atlanta or Austin is a set of thresholds that barely move at all. The most consequential of them is a number almost nobody quotes: USD 176,100, the earnings ceiling above which US employee social security contributions simply stop.

Axios reports that the 10-year Treasury yield hit 4.97% and 30-year mortgage rates reached 7.08%, with roughly USD 2 trillion a year of deficit behind it. That matters if you plan to buy property — GoWira does not hold mortgage or lending data, so we will not pretend to price that for you. It matters far less to the salaried arrival, whose position is set by the cap.

What USD 176,100 does to a senior developer's marginal rate

GoWira's US tax engine records employee social security at 7.65%, capped at USD 176,100 of earnings. That is not a bracket you graduate through; it is a wall your contributions hit and stop at. Every dollar above it is taxed by income tax alone.

Layer that onto the federal income tax schedule: seven brackets, 10% on the first USD 11,925, rising to 37% on income above USD 626,350. Respect the caveat GoWira attaches to those figures — they are federal, 2025, single filer, and state income tax sits on top, ranging from 0% to 13.3% depending on where you land. The federal table alone tells you nothing about your final bill.

The practical effect of the cap is that marginal pressure in the US does not rise smoothly. Between roughly the mid brackets and USD 176,100 you carry both income tax and the full 7.65%. Cross the ceiling and 7.65 percentage points fall away, even as the income brackets keep climbing. For anyone negotiating a jump from mid-level to senior, that discontinuity is worth understanding before you argue about base salary.

Atlanta at USD 155,000 versus Austin at USD 200,000

GoWira's January 2026 benchmarks put a senior software developer (6–12 years) at a median USD 155,000 gross in Atlanta and USD 200,000 in Austin. Both sit above the USD 176,100 threshold only in Austin's case — the Atlanta senior is still fully inside the capped band, paying 7.65% on essentially all earnings. The Austin senior clears the ceiling and pays nothing further on the last slice.

Go one rung up and the gap widens. A lead developer (12+ years) medians at USD 205,000 in Atlanta and USD 270,000 in Austin. Frontend specialists track lower in both: USD 148,000 senior in Atlanta, USD 195,000 in Austin, with mid-level at USD 108,000 and USD 145,000 respectively. Austin pays more across every band GoWira measures — but it also charges more to live there.

A one-bedroom in central Austin runs USD 2,900 a month against USD 2,600 in central Atlanta. Outside the centre, USD 2,000 versus USD 1,800. Utilities: USD 230 against USD 200. Groceries for one person: USD 580 against USD 520. A mid-range meal costs USD 45.8 in Austin and USD 40.6 in Atlanta. The nominal salary premium is large; the cost premium is real but narrower, which is the arithmetic worth doing on paper before signing. Note also that GoWira records US VAT at 0% standard — there is no national consumption tax, though state and local sales taxes exist and are not in our dataset.

The 0% to 13.3% state layer nobody prices in

This is where the comparison gets decided, and where GoWira's federal brackets stop being enough. The state income tax range of 0% to 13.3% is wide enough to swallow an entire salary negotiation. Two cities with identical gross offers can produce materially different net outcomes depending on which state line you are standing behind. GoWira does not publish state-by-state rates in this fact sheet, so treat any net-pay estimate you build from the federal table as incomplete until you have confirmed the state layer for your specific address.

Practical sequencing matters too. Before you commit, check how long work permits actually take for your route, and budget for the unglamorous setup — our guide to getting connected covers the deposits and lead times that catch new arrivals in the first month.

The Foreign Earned Income Exclusion runs the other way

One asymmetry worth naming: the US taxes its citizens on worldwide income regardless of residence. GoWira records the Foreign Earned Income Exclusion as the main relief — available to US citizens living abroad, qualified through either the bona fide residence test or the physical presence test. If you are American and thinking about leaving rather than arriving, that regime, not the bracket table, is your starting point.

For everyone else, the decision reduces to three numbers you can verify: the USD 176,100 cap, the state rate at your destination address, and the gap between a USD 155,000 Atlanta median and a USD 200,000 Austin one against rents of USD 2,600 and USD 2,900. Bond yields will have moved again by the time you land. Those thresholds will not have.
